Many parents may have heard of CEFR, but why is it important for their child’s English language skills?

Imagine a ladder with clearly defined steps, starting from the lowest level and progressing upward to the highest. CEFR works in exactly this way: it provides an international framework for ranking English language ability, with clear distinctions between each level and standardized assessment criteria.

CEFR helps learners clearly understand their current language ability and supports structured progress toward higher proficiency. In this article, parents will learn what CEFR is, where it comes from, and how it is used to measure English skills, so they can better prepare their children for global communication.

What Is CEFR and Why Does It Matter for English-Based Careers?

What Is CEFR and Where Did It Come From?

CEFR (Common European Framework of Reference for Languages) is an internationally recognised standard used to describe and assess English language proficiency for non-native speakers.

CEFR is widely trusted and accepted around the world and is not limited to any specific education level. It does not have a single exam of its own; instead, CEFR levels can be aligned with scores from well-known international English tests such as:

  • IELTS

  • TOEFL

  • TOEIC

All of these tests assess the four core language skills: listening, speaking, reading, and writing.

CEFR was developed by the Council of Europe, an international organisation with 47 member countries, dedicated to promoting democracy, human rights, and cultural diversity. The CEFR project began in the 1970s to create a common standard for assessing language proficiency and to support communication between learners, teachers, employers, and employees across Europe.

The first official CEFR framework was published in 2001, and its use has since expanded globally beyond Europe.

As of 2023, the most current version in use is the CEFR Companion Volume (2020), which replaced the 2018 edition. This updated version reflects:

  • Online and digital communication
  • Modern teaching methods
  • Multicultural and multilingual societies

CEFR Levels Explained

How CEFR Proficiency Levels Are Structured

CEFR divides language proficiency into six levels, ranging from Beginner to Proficient, each with clear performance descriptors:

1. A1 – Beginner

Learners can understand and use very basic expressions and familiar everyday words. They can communicate simple needs using short, uncomplicated sentences.

2. A2 – Elementary

Learners understand commonly used expressions related to familiar topics. They can communicate simple daily routines and introduce themselves using basic information.

3. B1 – Intermediate

Learners understand the main points of familiar topics encountered at school, work, or travel. They can handle most situations while travelling and express opinions on familiar subjects.

4. B2 – Upper-Intermediate

Learners can communicate effectively in a wide range of contexts, including academic and professional settings. They use language appropriately in social situations, such as expressing appreciation or sympathy.

5. C1 – Advanced

Learners understand complex texts and discussions across various topics. They communicate fluently and accurately, use implicit meaning effectively, and present ideas clearly with well-structured arguments.

6. C2 – Proficient

The highest CEFR level. Learners demonstrate near-native or native-level proficiency. They understand and express complex ideas fluently, accurately, and confidently, even in nuanced or sensitive discussions.
